Not true in MD/DC. They mail the ticket to the registered owner. You don't get points on your license, though, since they can't tell who is driving. I got one recently and paid it online. They only take pics of the rear of the car, not the front. If they were mailing pix of occupants to people's home I think there would be a lot of blowback.
(edit/clarification: mine was not an intersection camera, but just a speed cam on a rural stretch of roadway.)
