It depends on the way the measures are done (centre-centre or centre-top). If measured the same way it could be a problem. You should have about 1 inch to spare if standing over the bicycle in your riding shoes. Also, the frame might be too long for your upper body. Only way to know is to testride. About the price...itīs depending of the condition and how the bike is equipped.
