A 16gm cartridge will NOT get you 130 psi, even on a 700C23. I have never had more than 90 psi in a repaired tire when I got home.
How to use it depends on what type of inflator you have, but in general:
Wear a glove on the hand you are holding the inflator with.
Have the stem above most of the tire if possible.
Keep the cartridge below the stem.
Inflate until flow stops.
The trick is to not allow liquid CO2 into the stem and tire, hence the orientation requirements.
A CO2 cartridge is less than $3. Practice at home a couple of times.
