Comparing similar tires on tread wear and flat resistance is too subjective and dependent on rider and riding conditions and just plain luck. When you see frequent problems with premature casing failure and bad base tape though, that's a quality issue and those threads are almost always about VR's.
The OP is asking about tires for a 37 year old bike to be ridden on bad road surfaces. He'll likely find that decent sewups feel nicer on those roads than clinchers do but he's not likely to notice a big difference between YJSC's and $140 FMB silks. If he were asking about tires for megabuck Zipps for district TT championships then I'd probably change my recommendation.
So if that were my bike and I were riding those roads and I had a $200 tire budget, I'd much rather have 12 Service Corses than 3 Vittoria CX's.
