If you pass it and if it makes money... it's going to be a pain getting rid of it.
our city tried to remove the IM (smog) test and tags/fees that was implemented 25years ago. Since the city hasn't failed the air quality test for like 15years... with the cleaner new autos.

The basic argument for keeping it was the "cost" to the city of $10million in lost revenue from tag/paperwork fees and lost business profit for the IM testing centers. And I think they threw in some vague health concerns about benzene or something... which the current IM(smog) doesn't even measure and rename the program to SPM (safety inspection maintainence) so even if every car goes electric they can still collect the revenue under the guise of safety inspection.
