In small towns we've found that people mostly don't care. Sometimes we'd see no camping signs but not too often and we heard stories of towns that actively encourage cyclists to use their park for camping. I agree that asking the police/mayor's office is a good idea. That way they might also let you know if there's a better spot or any problems you can't see at 2pm like the sprinklers coming on in the wee hours.
