Sometimes in a bigger city the park will have a park manager, especially if there is a pool. It is sometimes possible to get permission from the park manager who will probably notify the police to leave you alone. We did that in Great Bend Kansas. It isn't exactly Toronto with a population of only 15,000 or so, but...
