I can't speak for "most places in the world", but...
That has not been my experience at all in the rural American West or the plains. I have stayed at lots of city/town parks in plain site with and without permission and have never been run off. On my last trip there was one town that had all the parks posted as closed at dusk and I was told that was enforced, but that seems to be the exception for that area. In that case I got permission to camp on church property down the street from the park.

I agree that you would be run off from parks near my home in the greater Baltimore/Washington DC area and probably most east coast cities in the US.
