What's wrong with the headset? Can you just clean it out and look for gouges? I have an old Fuji that wouldn't steer at all. I thought the headset was gone for sure. However, I discovered that the problem was just dried grease... I had to pick it out. When it was clean, it look OK, so I added some new loose bearings and grease and it seems good to go. (I haven't ridden it yet... no wheels.)
