What did you need $11,000 for if it wasn't even your car? Were you injured?

Obviously if the OP wants to just milk this guy for everything he is worth and defraud the insurance company of as much money as possible, then those are the steps she should take. If she just wants to be adequately compensated, though, there's no reason to punish the guy more than making him pay for what needs to be replaced.
