Same answer as I gave to the other dude... get the license number, vehicle description, and if possible, the driver's description, and call it in to the cops. In the vast majority of cases they can't write a citiation based on a third-party witness, but it goes in the log or blotter, and establishes a pattern of misbehavior for that ****er. Eventually someone's going to notice that.
