Monetary damages are one of the system's methods for discouraging behavior, like prison time.
If the police department of an entire city is that casual about assaulting civilians on a regular basis then they are doing HUGE more damage to civil rights and quality of life for millions of residents.
So, yeah, the size of the suit is appropriate, because sometimes that's what it takes to make a corrupt city hall to clean house.
