I've used the Mavic 319's with Shimano hubs and they have been bomb-proof. I was 240 lbs and can be hard on wheels, but these rims and hubs with good spokes and a quality build are great.
I've run 700 X 28, 700 X 32 and 700 X 38 tires and all have fit well. I would not go smaller than 700 X 28.
