That's a fairly broad question my friend. Besides, this thread should be in Bike Mechanics.

Regardless, the answer could lie anywhere from stripping everything off the frame and replacing it to doing nothing but new tires, new tubes, new brake pads and new cables.

A picture may help us determine what could be done.
