It was from about 40% of the way up. Frank and Andy varied up the pace a bit to force responses and make legs heavy, and then Carlos took off.

I don't know if giving Lance and Bruyneel credit for the tactic is accurate. Certainly they used it effectively, but the tactic was used long before 1999.
