This makes no sense to me, but then what do I know. Cassette question

I just purchased a new bike. I had them change out the cassette. In the process I ended up with the original cassette that came on the bike.
I had a spare set of wheels and decided that rather than having the bike shop put the cassette on the wheel I would do it myself. So I purchased the tools needed to do the job. I took the old 9 speed Shimano cassette off and put on the new 10 speed Shimano cassette. The sprockets are loose when I install the new cassette! I don’t get it I put all the spacers in ( yes and all the gears to ). It seems I am going to need to put a shim or two in to get this to work. Don’t know why I should have to, but that seems to be the case. Anyone else experience this problem? Will the shim need to go on the inside or the outside of the cassette?
