The diagnosis is right.

You may not need to replace the pedals. If you know how to overhaul cup-and-cone bearings, then you can clean, regrease, and/or replace the bearing balls in those pedals. I've done it on these Forte platform pedals, I think. They're nice pedals but sometimes shipped with overtightened bearings, and will wear out fast if this is not corrected.
