Curing cantilever brake shudder?

Driving me nuts, and looking for the best way to resolve. I've checked the headset play, replaced the pads with Cool Stops, adjusted toe in several configurations, but the bike has a very definite "shudder" just before it comes to a full stop. Only thing I can see from this point is to change the brakes themselves, but thought I'd throw it out here before dropping that $.

Bike is an 09 Fuji Cross Pro with Tektro cantis on it and a Carbon cross fork. Fuji for some reason specs it with Avid Shorty 4's, but I've seen a bunch and they all have Tektros - must be a substitution after the original spec.

As an aside, what's a stout set of Canti's that would be an upgrade? Seems the Shorty's have some complaints associated with them too.
