I, too, saw a similar problem on a Cannondale tourer.

C'Dale warranteed out the fork, then the frame but that didn't do it.

Swapping out those OEM Tektro's for some Shimano BR-550's, however, did.

Some brake/rim combo's just seem a bit too grabby, in combination with a (relatively) flexy fork.
