I don't understand that. The only important variable there is the front-center... the distance from the BB to the front axle.

I have a 56cm TT frame. The front center for a 51cm frame is 30mm less and a 61cm frame is 33mm more. In other words +- a little over an inch, or a massive 3% of the wheelbase. This is not going to effect the weight distribution or handling in any significant way. How "far out of line" can I possibly get when the full range of sizes varies so little? I could easily ride a 51 or 61cm frame and they would be just fine.
