No, I've seen dollar bills blown to shreds. A section of innertube used as a boot will often get you home, much stronger than dollar bills. It's worked for me and my friends on tires with holes cut as big as one inch. I leave the innertube double thickness, both sides of the tube are covering the hole in the tire. With a new tube in place there are 3 layers of rubber over the hole.
