What everyone seems to have missed is that your pictures don't show the headset's bearing installed. The bearings have a larger outside diameter that fit into the recesses in the ends of the head tube and a smaller inside diameter (1-1/8" in this case) that fits the steerer exactly. The headset's bearing ID defines the steerer diameter. The empty headtube's diameter is pretty much meaningless.
