Okay, I had pulled it back from the rear and there was obviously nothing there to adjust. On my old road bike - a Viscount in 1970s - the adjustment was accessed by squeezing the brake lever and reaching a tool into the opening.

After peeling the front of the hood back I found the 5mm adjuster on the side and got the lever back where it belongs.

Now, will the hood ever fit snugly again? I've pushed, pulled, tugged, squeezed, and still it is sloppy compared to the pre-adjustment and the other hood. She's satisfied, but I'd like it to look and feel right.
