Klick-Fix (aka Rixen & Kaul) from Germany makes a bracket, and an extender to the bracket, which various handlebar-bag makers use. And which can clear the levers no problem esp. with extender. Generally hard to find in the USA, though.

I use them on most of my bikes, so obviously I must think they're great! (Without extender and with top-bar levers.)
