Try greasing the cable. The cable could also be too tight.

Doubt that it is this, but possible: I just bought new MTB shifters, one felt all messed up and wouldn't shift down, then saw the cable wasn't in all the way. Took out a chunk of plastic off the side before I even installed them. Disappointing, let me tell you. Maybe it could be something like that.
