rf = Radio Frequency. Basically he wants to run a wireless, bluetooth-like link between the shifter and the internally geared hub to get away from the hassle of disconnecting the shifter cable when pulling the rear wheel.

The solar cells were probably only to meant to power the electric, RF-controlled shifter and not the actual propulsion of the bike. There's a decent chance that it could work.
