the more hp you put out the more important it is to have your back stretched out and abdomen free for deep breathing, a strong anchor through your arms for pedaling throughout the stroke with clipless pedals and back lower for aerodynamics. All of that results in a lower handlebar setting.
If you aren't riding with clips or cleats the efficiency for higher hp riding through lower handlebar height is academic
