My guess is that you have cable routing under the bottom bracket with a flexible steel frame bike. If you don't have it tuned pretty well, what can happen is that you can bend the frame under load, which causes the cable to get pulled or relaxed a bit, which can cause enough disruption in the RD that the chain will jump some before going back.
Your assumptions are correct, steel frame, bottom bracket cable routing. However, I don't get this with my old chain.

I double and triple checked for a tight link. All of them feel very smooth and individually drape over my finger with no stickiness.
