What components does it currently have? I have a feeling that throwing $$$ at new components won't get you much improvement. If it were my bike, the components were decent, and the bike fit me well, I'd do the following:

1. Cut the aero bars so you have two separate bars that look like obtuse-angled L's or ski's. Rotate the aero bars so they are parallel to each other.
2. Move the bar-end shifters to the ends of the aero bars. (looks like the cable routes outside the bar so that should work)
3. If it will work, cut the drop handle bars so that you have bull-horn bars. If that won't work, buy a cheap bull-horn bar.
4. Buy appropriate brake levers for the bull-horns.

** All of the above will require new cables and possibly housing as well. You should probably replace those anyway since you're reviving this bike from long-term storage.

#3 and 4 can be ignored if you're ok with the drop bars and current brake levers.

But at the end of the day, it's your bike so do what you want. If you wanna just blow a bunch of money, knock yourself out. Send some my way while you're at it.
