I had the same problem when riding in the cold with pearl izumi amfib mittens. The bag needed to be 1/2 inch further away from the interrupters than they were for summer riding. I cut a piece of plastic cutting board 1/2 inch thick to mount between the mount that came with my Topeak bag, and the bag itself, I didn't need to turn the levers down any more than they were already.
