I'll give you that steeper angles on a track bike pull everything in more, but there are plenty of road frames out there with tight wheelbases. Anything designed with racing even remotely in mind positions the wheel an inch or two from the seat tube. Even my '84 Trek frame is decently tight
granetd there are some/many road frames capable of being converted that have tight geometry. Around here though usually road conversion means "old used 70's/80's frame that I either found in the trash and stripped or bought on craigslist for $20" so when I think road conversion I think garbage. Maybe I'm just jaded though.
