ah, so it's the chrome that's bad. My situation too, major pitting/flaking. Because my paint is still very nice i just stuck the whole thing in CLR to kill the rust, then gave it a quick polish and wax to try to stop any more from forming. I'm going to just live with it i think.
I know with the rest of the frame on my international there is chrome under the paint. I'm not sure if that affects the paint color, but there is definately a bit of "shimmer" to it.
