Mechanics/Raleigh Fans, Please tell me you know how to put this back together!

My embarrassment is unsurpassed....

I clearly recall taking this lovely vintage Raleigh bell off of a flip Lady's Raleigh so that I could put it back on to my own Raleigh 3 speed some day.... Today was going to be that day.....

I am stumped on how to re-install this and am pretty sure that I'm not missing pieces.

The 1/2 moon bracket on the bells' underside butts directly against the bars but makes it impossible to figure out........

Because the bars would be blocking the hole that way.......
