My short take on Baltimore politics; Since Rikki Spector only gets the benefit of living in a 1/2 million dollar condo as long as she lives by her rich developer boy freind and does not actually own it, that's not being bribed by a developer. But since Dixon got the benefit of a few thousand dollar fancy vacation/date from her rich developer boy freind that has no tangible value, that is being bribed.
