Check the rim strips. If it is the crappy rubberband that wraps around, take it off and pitch it into the closest garbage receptacle, and replace it with a quality adhesive cloth tape that is wide enough to cover the spoke holes.

Cheap rim strips are the cause of more phantom flat problems than any other source, especially at elevated tire pressures used on 700 rims.
