I assumed it was just to keep wind from blowing the bottom of your shorts around like a regular pair of shorts would. I like how it's tight to my leg so it's not giving onlookers a view of my family jewels when it's particularly windy. Mine don't restrict blood flow though, it's still got a bit of looseness so it's not stretching. I have the Pearl Izumi 3d's.

ordinarily hang down to my knees
, butt, uh... when I'm riding they're no where near the knee area, having been trussed up near the chamois so there's no way their glory could be revealed even if I cut them (the pants) off mid thigh.
