With Grips it's 60..

How much would I be looking to pay to make the bike rideable.

So basically how much would I be looking to spend (basically as cheap as possible), to get wheels, tires, spokes?, and everything else (don't even know the names).

It's this frame, , and I'm thinking I want yellow wheels, with a white saddle and white tires as well if they're not expensive.
