Racing cyclists of old used toe clips with slotted cleats on their shoes; there was zero float but the cleats were aligned on wear-marks of the pedals so misalignment was difficult.
Tourists and commuters rarely used cleats and these days, no-one used toe-clips with cleats.
If you keep the straps loose you get plenty of float
