Do what Grouch says - grasp pairs of spokes and squeeze and compare to a known good wheel. That will tell you if there is enough general tension. Then check for equal tension with a pluck/ping test on all the spokes. It's in my wheelbuilding info. Just don't compare two sides of a dished wheel (a rear wheel or a disc brake front wheel).
