Every quality company makes frames with different clearances. Higher end racing frames generally have less clearance. This bike in the picture should cost you at least $800 in descent shape.

Please don't take a nice race frame and convert it. There are many good quality, budget fixed gear frames out there that will serve your purposes as well or better. If you do happen to get a road frame to convert, do not, under any circumstances, do something stupid like cutting off the shifter braze-ons or derailer hanger. The only conversion worth having is the one that can be returned to being a geared bike when you outgrow your fixie phase.
