Yes, it is the same attachment system. Place the locking bar in a horizontal fashion when placing the two clips of the pannier over the horizontal bar of the rack. Once clipped on, turn the locking bar on the pannier 90 degrees which then should now be vertical and adds pressure to ensure that it doesn't come off. The problem occurs when there is a crossing or angled bar on the rack in the way that doesn't allow you to turn the locking bar upward.
