I will not get on the sidewalk, ever. I would ask to talk to this guy's supervisor. In fact, I would consider calling 911 on a "parking enforcement officer" that did this.

The "cop" was probably breaking the law and was totally wrong. I'm sure he could have passed with no problem, but decided to abuse his uniform. I know people would like it if they didn't have to pass me, but that's irrational. When we drive, we impede other drivers on a regular basis. Motorists impede my progress when I'm on a bike since most of them sit and stare at traffic lights instead of proceeding with due care. Motorists take really slow right turns and impede long lines of cars behind them. Grandpa drives really slow holding up traffic because he knows he's not a safe driver. It's part of sharing the road, get over it.
