Actually, KHS has been in the market a long time, and produces some nice bikes.
They were one of the first Taiwanese companies to come out with very nice chrome lugged steel frames with impeccable craftsmanship. They have also manufactured bikes for a lot of other "high end" manufacturers. I haven't checked on what they are making recently, but I wouldn't write them off.
