Well a lot of people have aluminum framesets which already have a lot of vibration, and when you're sprinting a lot of the vibration travels up your arms. Having steel bars (even though heavier) on an already lighter aluminum track frame makes it more comfortable and not at all senseless.

Plus, I personally prefer to ride drops raw. Even if you get some tape, it doesn't dampen all the shock.
