I have used both the citizen and metropolis for the same application as you and would say do not get anything smaller than the metropolis. Once you get a laptop in there, maybe a snack, or a change of clothing/change of shoes and the citizen will be too small.

I am always glad I went bigger with my bag choice. In the month I used the citizen I found it too small on several occasions.
