The limiting factor wrt sensor:magnet location is distance between the two -- 3mm seems to be the maximum gap, before the stationary sensor "misses" the moving magnet's pass. On my Trek 600, I can place the pair anywhere in the lower-third of the fork, without any problems. Also, make sure to align the face of the magnet with that of the sensor, in order to maximize their interaction.
