Not necessarily. If you like, I can ask the local framebuilder how much it would cost to have the original steerer bored out (with a die grinder - same as I did with that orange frame posted a couple of weeks ago) and a new one brazed in.

In the meantime, one of the Japanese unicrown Paramount forks available on eBay should do you until you have this one taken care of.
