Cranksets not working with frame

I'm building up a cross frameset that I got in a trade and I'm struggling to find a crankset that works with the frame.

I had bought a 47 ring (130bcd) for use on a 105 outboard bb crankset that I have.

After installing that crankset, the teeth hit the chainstays. That was even after installing a 5mm spacer between the bb and the frame...

Then I tried an octalink compact crankset. Same thing. Teeth hit. 5mm spacer fixed the problem, but the NDS will need the spacer too because the crankarm hits the chainstay. I can move the DS crankarm enough with my hand to make it hit the chainstays, and that's with the spacer.

What the heck am I missing? Should I be using an octalink bb for a triple? That might give me another CM.

Could I even use a triple BB with a double crankset? I'm guessing that's going to wreak havoc on the chainline?

Whatever works I suppose.

Any ideas? I don't even understand what's going on....
