Found the builder of this bike! The wonders of the INTERNET...Here is what he had to say:
"Hello Kurt,
You have a late 1970-3 vintage Zeus Criterium frame that was custom fitted with all the components except the headset. We custom built the wheels as well. The long cage Campy Rally derailleur was designed to accommodate larger tooth rear sprockets to make hill climbing easier. Based on the minimal chain ring wear I suggest that your bike has less than 5,000 original miles. Outside of the rust it appears in excellent shape. The original cost over 30 years ago was around $700.00 to $800.00. The threading for the bottom bracket and headset were metric or French. A little odd today. Likewise the stem is a French diameter; 22.0 mm versus the more modern British standard of 22.2 mm."
