I'm not sure if hidden costs is the correct term but who pays the cost of not having any pedestrian crossings on a major road? The pedestrian, as generally there is no lawful way to cross that requires motorists to yield. So motorist "pay" for roads that damage something else and that something else now has to pay for the poor design of the roadway.
